Bilateral agreements on artificial intelligence security signed between Great Britain and the USA

The United States and the United Kingdom have signed a historic agreement on artificial intelligence, making them the first countries to formally cooperate on testing and assessing the risks associated with emerging AI models. The agreement, signed in Washington by British science minister Michelle Donelan and US trade secretary Gina Raimondo, outlines how the two governments will share technical knowledge, information, and talent on AI security.

This bilateral agreement represents a significant step in addressing the safety considerations of AI technology, particularly in the face of potential risks such as malicious cyber attacks and the development of biological weapons. As governments around the world advocate for increased regulation of emerging technologies, the collaboration between the UK and US sets a precedent for international cooperation in this area.

The agreement will enable the UK’s new AI Safety Institute (AISI) and its US counterpart to exchange expertise through the secondment of researchers from both countries. These institutes will work together on independently evaluating private AI models developed by companies like OpenAI and Google. The partnership is inspired by the close collaboration between the UK’s Government Communications Headquarters (GCHQ) and the US National Security Agency on intelligence and security matters.
