The California High-Speed Rail Authority is mandated to prepare, publish, adopt, and submit an updated Business Plan to the Legislature on May 1, as per the Public Utilities Code Section 185033. Additionally, the Authority is required to publish a draft Business Plan for public review and comment at least 60 days before submitting it to the Legislature. Business plans are published in even-numbered years.
These plans are intended to represent the current state of the high-speed rail program and outline the Authority’s approach to implementing the system. They include a summary of progress made over the last two years, an assessment of current challenges and proposed solutions, updated capital cost and other estimates, and updated ridership and revenue forecasts.
