The owner of a vacant lot near the intersection of Fremont and CY Avenues is requesting a zoning change from the Casper City Council in order to open a drive-through coffee business. The council has scheduled the first public hearing for this proposed change for their upcoming regular meeting on June 18. The meeting took place at The Lyric as the council’s temporary chambers on West Yellowstone Highway.
This lot, known as Lot 450 Westwood No. 2 Addition, currently serves as an informal entrance/exit between Fremont Avenue and the El Mark-O Lanes/Galloway’s Pub & Bowling Alley on the 2800-2900 block of CY Avenue. The owner wishes to establish a coffee business on this lot, however, the current zoning of R-2 (One Unit Residential) prohibits this use. A memo from Community Development Director Liz Becher to City Manager Carter Napier dated May 29 outlines the need for this change to C-2 (General Business) in order to move forward with the coffee business.
The Casper Planning and Zoning Commission voted on May 9 to support the proposed zoning change at a public hearing. There were no public comments received on the matter. The owner is seeking approval from the City Council to proceed with opening a drive-through coffee business on the lot near Fremont and CY Avenues.
