Council of Ministers grants final approval for Simplifications Decree

The Council of Ministers approved a bill presented by Minister Elisabetta Casellati for Institutional Reforms and Regulatory Simplification. This bill introduces the new “Annual Regulatory Simplification Law”, which allows the government to select regulations to review and rationalize each year across various sectors. Minister Casellati has been leading the charge for the de-bureaucratization of the country, and this new law is seen as a significant step forward in creating leaner and more effective legislation.

The legislation is in line with the Pnrr and aims to provide legal certainty, which is crucial for political and social development, economic growth, and attracting investments. An innovative aspect of the law is the introduction of the Generational Impact Assessment (VIG), which requires an evaluation of government bills to determine their effects on young people, promoting sustainable strategies for the future.

The bill also delegates authority to the government for digitalization and regulatory development, as well as additional powers in key sectors such as disability, education, civil protection, foreign policy, and higher education and research. These powers will allow for the creation of consolidated texts or codes that can be streamlined using new technologies like artificial intelligence to identify regulatory overlaps and improve procedures.

Minister Casellati emphasizes that this bill represents a change in approach compared to past efforts to streamline regulations, and highlights the government’s commitment to fighting bureaucracy. By prioritizing present and future needs, the government aims to improve existing laws while planning for long-term growth and development.
