The Helsinki Hall, formerly known as the Hartwall Arena, will not be opened by the deadline, according to Minister of Foreign Affairs Elina Valtonen. The EU exemption for the arena’s shops is set to expire on Sunday, and the Ministry of Foreign Affairs has not received the necessary documents for an exemption permit.

Valtonen stated that without complete information, an exception permit cannot be granted. If the voluntary sale of the arena does not occur, options such as selling or expropriating the rental right of the building are being considered. Special legislation related to the hall’s redemption is now being prepared by the government.

The fate of the Helsinki Hall has been uncertain for some time. The arena has been closed since February 2022 due to the war in Ukraine. Various interested buyers, including the Helsinki City Council and Finnish investor groups, have explored purchasing the hall. However, a resolution has not been reached.

Valtonen emphasized the importance of finding a solution for the Helsinki Hall and ensuring it is made available to citizens as soon as possible. Sanctions legislation must be followed in any potential sale or expropriation of the property’s rental rights. The income from a sale may be subject to freezing under this legislation.
