Israel to Disconnect Private Ultra-Orthodox Education Networks from Treasury Systems, with Some Exceptions

Starting next week, the private networks of the ultra-Orthodox organizations Maayan HaChinuch HaTorani and HaChinuch HaAtzmai will undergo changes that will impact their access to the state budget. They will be disconnected from the Finance Ministry’s systems and will no longer have direct access to government funds. In response, these organizations will need to open separate bank accounts and establish their own financial departments to ensure compliance with corporate regulations. Additionally, they will no longer have a Treasury auditor working for them and will be responsible for providing internal audits themselves. These changes aim to shift the responsibility for the financial state of the networks from the state to the organizations themselves.

Despite these changes, there will still be a level of supervision by the Ministry of Finance over the networks. The Ministry will need to approve any expenditures or significant payments made by the organizations. This system of oversight will help ensure accountability and transparency in the management of funds.
