Notice of Public Comment Period on Portland Recycling and Technology Facility Solid Waste Facility License Application

Metro is currently accepting comments regarding an application for Waste Management of Oregon, Inc’s new Metro solid waste facility license to operate Portland Recycling and Technology Facility. This proposed facility will focus on receiving recyclable materials such as paper, plastic, metal, and glass for sorting, consolidation, and transport to recycling markets. Additionally, the facility will handle household light bulbs and batteries collected as part of extended recycling programs in greater Portland. It’s important to note that the facility will not be open to the public.

The facility will be located at 701 N Hunt St., Portland, Ore., on property zoned as Heavy Industrial (IH) where the proposed use is allowed outright by the City of Portland. Waste Management of Oregon, Inc. has also applied for a new Solid Waste Disposal Site Permit and a 1200-C Stormwater Construction permit as required by the Oregon Department of Environmental Quality.

If approved, Metro will issue a new license that allows the facility to conduct solid waste activities as outlined in the application. Any comments received during the public comment period will be addressed in a staff report to be posted on this webpage. Based on these comments, Metro may include additional requirements in the license. Typically, a Metro license is valid for five years.
