Packaging waste regulations create challenges for investment in the brewing industry – “Extremely challenging”

The EU’s packaging waste regulation, if implemented as agreed, will require hundreds of millions of euros in investment for the Finnish brewing industry. The European Parliament in Strasbourg approved the regulation, which was a victory for the forest industry but a disappointment for the beverage industry.

The regulation mandates that at least ten percent of beverages must be sold in reusable packaging by 2030. This poses challenges for Finnish breweries, as they will need to invest in new systems and infrastructure. Uncertainty around the legislation makes it difficult for companies to make decisions about renewing equipment and processes.

The Finnish Brewing Association, which includes companies like Hartwall, Olvi, and Sinebrychoff, is concerned about the impact of the regulation. The industry is also grappling with questions around the interpretation of the rules and how they will be applied.

CEO Tuula Loikkanen of Panimoliitto is hopeful that the industry can work with the EU Commission to find solutions and clarifications on the regulation. The industry is seeking predictability and clarity to make informed decisions about investments and operations.

The challenges posed by the packaging waste regulation are not unique to Finland, but also affect other Nordic countries. The brewing industry in Central Europe has already adapted to similar regulations, but the long-distance logistics in Northern Europe present unique challenges.

In order to comply with the regulation, breweries will need to invest in new systems for refillable bottles and adapt their logistics processes. The industry is behind the goal of reducing packaging waste, but implementation and practical considerations are key concerns.

Overall, the packaging waste regulation presents significant challenges for the Finnish brewing industry, requiring substantial investments and operational changes to comply with the new rules. Collaboration with the EU Commission and clarity on the regulation’s interpretation will be crucial for the industry to navigate these challenges.
