During a joint press conference in Tbilisi, Azerbaijani Foreign Minister Jeyhun Bayramov confirmed significant progress in the text of the peace agreement between Armenia and Azerbaijan. He stated that the number of remaining issues has been greatly reduced. However, Bayramov highlighted that territorial claims against Azerbaijan are still present in Armenia’s Constitution, which is seen as a major obstacle to finalizing the peace process.
Armenia recently received the 10th package of peace treaty proposals from Azerbaijan, and Armenian Security Council Secretary Armen Grigoryan noted that Yerevan is currently reviewing them. It remains unclear whether the parties are close to signing a peace treaty, as Grigoryan emphasized that nothing is agreed until everything is agreed.
Despite Armenia’s readiness to sign a peace treaty within a year, Azerbaijan has raised new concerns. Baku is demanding changes to Armenia’s Constitution before signing the treaty, citing territorial claims against neighboring countries, including Azerbaijan, in Armenia’s legal documents. The Declaration of Independence mentioned in Armenia’s main law, which references the unification of Armenia and Nagorno-Karabakh, is specifically problematic for Azerbaijan. This issue continues to be a point of contention in the ongoing peace negotiations.
