During his annual year-end press conference last December, Putin disclosed that 617,000 Russian soldiers had participated in combat operations in Ukraine, with 244,000 of them being drafted. This announcement followed a major ground offensive in the Kharkiv region of northeastern Ukraine launched by Moscow in May. The Russian government rarely discusses the losses it has incurred in the ongoing conflict with Ukraine, which it refers to as a “special military operation” rather than a war. The official number of Ukrainian soldiers reported dead by Russia stands at 5,937 as of September 2022, though Western intelligence agencies estimate that the actual Russian death toll is much higher.

Despite having a numerical advantage over Ukraine, President Zelensky has acknowledged recruitment and morale issues within his forces. Ukrainian troops have at times surpassed the Russian forces in terms of equipment, and efforts have been made to address recruitment challenges, including lowering the minimum conscription age and imposing harsher penalties for evading military service. In Kyiv, the Ukrainian capital, these measures have been implemented as the conflict continues.
