Man discovered in business parking lot with drugs

In Clay County, Kentucky, a man has been arrested on drug charges after fentanyl and methamphetamine were found on him during a police investigation. The incident took place on Friday when authorities received a report of a man found unconscious behind the wheel. The police responded to the call and found the man at a video arcade store on U.S. 421, not far from downtown Manchester.

Deputies from the sheriff’s office arrived at the scene and identified the man as David Ratliff, a 43-year-old resident of Manchester. During a routine check of his identification, it was discovered that Ratliff was in possession of nine grams of methamphetamine, along with several pills of fentanyl and a significant amount of cash totaling $3,034.

As a result of the discovery, Ratliff was taken into custody and charged with trafficking in a controlled substance – methamphetamine, as well as public intoxication. He was subsequently transported to the Clay County Detention Center to await further legal proceedings. The investigation into the incident is ongoing.
