Federal officials have announced that Kelley Oliver-Hollis, the owner of a facility in Penn Hills that serves individuals with intellectual disabilities, is facing a federal indictment on charges of health care fraud and other crimes. The indictment includes 33 counts, such as making false statements related to health care matters and money laundering. Oliver-Hollis, 59, is the owner of SerenityCare LLC located along Dollman Road.

The indictment alleges that the owner engaged in a scheme to over-bill Pennsylvania Medicaid from December 2016 to July 2023. Additionally, Oliver-Hollis is accused of failing to adequately train direct care workers, maintain proper records, and ensure the residents’ homes were properly maintained. Authorities claim that false and fraudulent claims led to an over-payment of Medicaid benefits exceeding $2 million dollars.

Despite attempts to contact SerenityCare for comment, an email seeking a response was not immediately returned. The investigation into these allegations involved multiple agencies, including the FBI, IRS, U.S. Department of Health and Human Services, U.S. Department of Labor, the Allegheny County District Attorney’s Office, and the Pennsylvania Attorney General’s Office.
