The Higher Education Pact in Germany, which lasted from 2007 to 2020, was considered the most comprehensive funding program for the country’s higher education system up to that point. The Wissenschaftsrat, a council advising the government on science and humanities, highlighted the positive impact of the scheme on student numbers and the overall stability of the system.

The council’s chair, Wolfgang Wick, noted that the pact helped to address the strain that previous reforms had placed on the higher education system. By focusing on cooperative action rather than competition, the scheme aimed to strengthen the system’s ability to adapt and evolve.

Through an investment of €39 billion, the Higher Education Pact in Germany played a crucial role in supporting the growth and development of higher education institutions. By emphasizing collaboration and mutual support, the program sought to create a more resilient and sustainable higher education system for the future.
